Short-term rental regulations

Hosts in Winnipeg are required to obtain a City of Winnipeg business license to host short-term stays of less than 30 consecutive days. See more information here.

Note: The City of Winnipeg is continuing to process STR license applications, but remains behind. They have indicated that hosts are able to continue hosting while they await their license. Upon receiving their license, hosts should add it into the dedicated field on their listing.

Renewals

Licenses are valid for one year from the date of approval. You’ll need to renew your license annually. Operators require a separate license for each individual short-term rental.

Taxes

There is an accommodations tax that applies to most stays in the City of Winnipeg. Information about the tax, including rate and exemptions, can be found on the City of Winnipeg’s website. Hosts may be eligible to collect taxes directly from guests by using our professional hosting tools. With this feature, you can set the type of tax, the way you want to collect it (percentage per booking, fee per guest, fee per night, or fee per guest per night), and what you want to collect it on (nightly price, fees, and other charges).

How to add custom taxes for individual listings:

You’ll need to turn on professional hosting tools to access this feature.

  1. Go to your Listings page and click the listing that you want to edit
  2. Select Local laws and taxes
  3. Click Add a tax
  4. Select the Tax type from the drop-down menu
  5. Select the Type of charge and then add the amount being collected in the box under Amount
  6. Add your Business tax ID and Accommodations tax registration number (more about these below)
  7. Choose whether your region provides an exemption for long-term stays (if you choose Yes, you’ll be given the option to provide additional details)
  8. Agree to the terms and click Save

Restrictions on short-term rentals

For short-term rentals owned after February 23, 2023

Owners of new short-term rentals:

  • Must be permanent residents of the City of Winnipeg
  • Are limited to owning one short-term rental
  • Can only rent out their primary residence

New short-term rentals are not permitted in the following zoning districts:

  • Residential Mobile Home (RMH)
  • Rural Residential (RR2, RR5)

For existing short-term rentals owned on or before February 23, 2023

Owners of existing short-term rentals must be:

  • A permanent resident of the City of Winnipeg, or
  • A corporation wholly owned by residents of the City of Winnipeg
  • If an existing short-term rental is owned by someone who does not live in Winnipeg, or by a corporation not owned by Winnipeg residents, it will not be permitted.

An individual owner can license up to four existing short-term rentals:

  • One primary residence
  • Up to three non-primary residences, provided they owned them on or before February 23, 2023
  • A partnership or corporation can license up to three existing short-term rentals, provided they owned them on or before February 23, 2023.

Other contracts and rules

It's also important to understand and abide by other contracts or rules that bind you, such as leases, condo board or co-op rules, HOA rules, or rules established by tenant organizations. Please read your lease agreement and check with your landlord if applicable.
